Could biological wheels evolve?

Biological wheels are physically possible: bacteria already use rotary motors. The hard part for Earth animals is anatomy, development, and evolutionary access: vascular supply, nerve connection, tissue repair, and terrain all constrain a true wheel-and-axle body plan.
